Error: Private browsing disabled: cannot launch Internet Explorer

Hi all,
The attached error came up when I am trying to manual explore using the manual explore tool. It says "Private browsing disabled: cannot launch Internet Explorer".
Company policy is not to use private browsing. They have disabled the option in IE to turn the private browsing on. I even cannot give permission through regedit.
Is there any solution to this?
